San Jacinto Valley Cottages

An Innovative Housing Solution Serving Vulnerable +55 Adults and Veterans in the San Jacinto Valley

San Jacinto, CA ,  A transformative new housing initiative is coming to the San Jacinto Valley. San Jacinto Valley Cottages is an innovative, service-enriched residential community designed to provide safe, stable, and dignified housing for vulnerable adults aged 55 and older, including Veterans seeking housing support and long-term stabilization.
This thoughtfully planned development responds to a growing regional need for supportive housing solutions tailored to older adults and former service members who are experiencing housing instability, homelessness, or are at risk of displacement. By combining high-quality residential design with comprehensive on-site services, San Jacinto Valley Cottages aims to create short-term housing stability, leading to long-term permanent housing and independence.Developed through a strategic partnership between the County of Riverside Department of Housing and Workforce Solutions and City Net, this forward-thinking project directly addresses the critical shortage of housing resources in the San Jacinto Valley region. The initiative reflects a shared commitment to expanding access to safe housing options that foster housing stability, community reintegration, and economic independence.

A Thoughtfully Designed Residential Model

The San Jacinto Valley Cottages development will consist of four single-family residential cottage-style homes, each intentionally designed to create a welcoming, home-like environment rather than an institutional setting. This small-scale model promotes a sense of belonging, personal dignity, and neighborhood integration.
Together, the cottages will include:

  • Six in suite units per home, each with private entry and an attached private bathroom
  • Spacious shared kitchen and dining areas
  • Comfortable living rooms designed for gathering and social engagement
  • Guest washroom and shared laundry units
  • Dedicated community and counseling spaces
  • Inviting outdoor patios and landscaped areas that encourage relaxation and connection

The architectural approach emphasizes warmth, natural light, and accessibility. Wide hallways, private accessible bathrooms, and thoughtful layouts ensure that residents aged 55+ can safely and comfortably navigate their environment. The cottage-style design prioritizes privacy while encouraging meaningful social interaction, helping reduce isolation, an especially critical concern among older adults and Veterans.

By integrating residential architecture with supportive services, the project offers a balanced and stable environment where individuals can begin rebuilding their lives with confidence.

Addressing a Critical Regional Need

The San Jacinto Valley has experienced persistent challenges related to limited affordable housing inventory and insufficient supportive housing options, particularly for older adults and veterans living on fixed incomes. Rising housing costs, limited rental supply, and gaps in service coordination have left many vulnerable residents at risk of homelessness or prolonged housing insecurity.
San Jacinto Cottages directly responds to these regional pressures by:

  • Increasing the supply of service-enriched housing
  • Providing targeted support for +55 individuals
  • Expanding housing access for Veterans in need
  • Delivering coordinated services in a single, stable location

Through this collaborative effort, the County of Riverside and City Net are expanding housing capacity while ensuring that residents receive the specialized services required to maintain long-term stability.

A Model for Innovation Across California

Beyond serving local residents, San Jacinto Valley Cottages will serve as a replicable and scalable model for other communities across Riverside County and throughout California.
The project demonstrates how small-scale, cottage-style developments can successfully deliver:

  • Cost-effective supportive housing solutions
  • Improved resident health and housing outcomes
  • Lower rates of housing recidivism
  • Enhanced quality of life for older adults and Veterans
  • Community-centered, neighborhood-compatible design
  • Dignified and humane housing alternatives to large congregate facilities

This wraparound service model ensures that San Jacinto Valley Cottages is not simply a temporary shelter, but a true stabilization and transition program grounded in dignity and respect.

Commitment to Dignity, Stability, and Community

By focusing on a smaller residential footprint combined with comprehensive services, this model creates a blueprint for cities counties seeking sustainable and person-centered approaches to housing stabilization.
Leaders anticipate that San Jacinto Valley Cottages will set a new benchmark for service-enriched housing and inspire similar initiatives in regions facing comparable housing challenges.

At its core, San Jacinto Valley Cottages is more than a residential housing development. It is a commitment to restoring stability, dignity, and opportunity for residents in need. The program recognizes that older adults and Veterans deserve safe housing environments that honor their life experiences and promote independence.Through compassionate care, structured support, and a welcoming residential setting, the development will empower residents to regain confidence, rebuild social connections, and transition into long-term housing solutions.

San Jacinto Valley Cottages stands as a powerful example of what can be achieved when public agencies and nonprofit organizations collaborate with a shared vision: creating innovative, cost-effective, high-quality housing solutions that strengthen individuals, families, and the broader community.
