Ordinance 760 of the County of Riverside governs mobile home parks within the unincorporated areas of the County of Riverside.

Ordinance 760. Findings and Purpose: Ordinance 760, or the Mobile Home Park Rent Stabilization Ordinance of the County of Riverside, became effective on 03/20/1996.

The Riverside County Board of Supervisors recognized the substantial investment mobile homeowners have in their residences, facing challenges in finding alternate relocation sites due to restrictions. Mobile homes are often occupied by seniors and low-income individuals, making them vulnerable to extreme rent adjustments.

Existing state laws also allow park owners to demand costly modifications, benefiting them. This situation creates an imbalanced bargaining relationship, favoring park owners. To address these issues, the Board aims to promote fair bargaining for space rental rates between mobile homeowners and park owners.

The goal is to protect both parties' interests, maintain the value of mobile homes, and ensure reasonable returns for park owners. The Riverside County Mobile Home Ordinance Director will oversee the administration of this Ordinance.

Ordinance 760. Applicability: The provisions of this ordinance shall apply to any mobile home park within the unincorporated areas of the County of Riverside constructed prior to 1990. The provisions of this ordinance shall not apply to any mobile home park or portion thereof excluded pursuant to the provisions of Section 5 of ordinance or to any rental agreement exempt pursuant to the provisions of Section 798.15 of the Civil Code. Consumer Price Index (CPI) Annual Rent Increase

Park owners are entitled to an annual rent increase equaling 100% of the current Consumer Price Index (CPI) in effect at the time of the notice of increase.  Although an annual rent increase does not require an application to be submitted to the County of Riverside, the owner must provide the tenant with a 90-day notice of increase.

Annual Rent Increase Petition

Both owners and residents are able to submit a petition regarding a annual rent increase. To submit a petition, please:

  1. Download and complete the below forms:
    1. Petition for Hearing for Resident/Owner
    2. Resident’s Petition to Protest Rent Increase
    3. Owner’s Petition for Hardship Rent Increase
    4. Owner’s Rent Adjustment Application
  2. Provide the applicable filing fee for your petition:
    1. A resident-initiated petition must provide one dollar ($1) and joined by at least 30% of the other tenants similarly affected (each of whom pays one dollar ($1) per space).
    2. A owner-initiated petition will require a deposit upon the filing of the petition.
