Manufactured Housing Rehabilitation Program

The Manufactured Housing Rehabilitation (MHR) Program offers grants of up to $50,000 to income-qualified manufactured / mobile homeowners in the County of Riverside (County). These funds are designed to assist with rehabilitating homes to eliminate code violations, substandard conditions, and health and safety issues. In certain cases, the program may also cover the replacement costs of a manufactured / mobile home.

Prioritization of Awards:

  1. Applicant has received a notice of violation from the enforcement agency. 
  2. Applicant has obtained an inspection report from a licensed contractor, licensed engineer or licensed architect.
  3. All other applicants that are eligible for assistance under the MHR Program. 

 

How to Apply: The County will solicit and collect applications for a period of at least thirty (30) days. Applicants interested in applying may contact us, over the phone at (760) 863-2650 to speak with a Program Specialist and to be added to the waiting list.  

Fine print: *Funds are limited. No application will be accepted once funds are fully expended.

  • Manufactured / mobile home properties must be owner-occupied.
  • Residences must be located within the County.
  • Total household income may not exceed 80% of the area median by household size.

Eligible repairs

Allowable repairs include plumbing, roofing, electrical, heating, accessibility upgrades, energy efficiency upgrades, and other qualified work per CA Title 25. 

Examples of repairs are listed below and are prioritized by health and safety risks. See Title 25 CCR Section 1606 for full list of eligible repairs.

 

 

  • Repair or replace damaged and falling fencing (equivalent to existing fencing material)
  • Repair or replace porches and steps
  • Electrical hazards
  • Entry doors/security doors

Exterior Repairs:

  • Minor Roof Repair / Roof Replacement (if necessary)
  • Replacement of siding, piers/pads, water heater
  • Exterior paint and other improvements
  • Repair or replace flashing, guttering, and facia
  • Replacement of broken or missing windows and doors (energy efficiency)

 

  • Electrical hazards
  • Heating, Ventilation, and Air Conditioning (HVAC)
  • Air conditioning repairs and/or replacement
  • Fire Life Safety: Smoke Alarms and carbon monoxide

Interior Repairs

  • Ceiling
  • Flooring
  • Plumbing
  • Accessibility Improvements

Repairs will be determined during the inspection site visit and will be reviewed for eligibility.
